Headquarters, District of Texas. Bureau of Refugees, Freedmen & Abandoned Lands. Austin, Texas, May 12, 1868. 577 To, Maj. Gen. O.O. Howard, Commissioner &c., Washington, D.C. General:- I have the honor to enclose herewith the report of John H. Morrison, Sub-Asst. Commissioner at Palestine, Texas, giving an estimate of the value of confiscated property in Anderson County in this State; also an extract of the report made by Wm H. Sinclair, Inspector concerning the same property, in April 1867. The title to this property is thought to be good. Copies of the last deeds of the same given to the "Confederate Government" were handed to Gen. Howe last December while in Galveston, which he took with him to Washington. I would recommend that the property be sold in case the amount estimated, or thereabouts can be realized for the same. I have the honor to be,
