Transcription
"Report the disposition and feeling of the white people towards the freed people, as expressed by words and actions." The white people show a very friendly disposition towards the freed people - that is the planters. There is a set of lawless - irresponsible men in the county, who are continually trespassing upon their rights, and it is very difficult to bring them to justice, & some efficient measures ought to be taken for the protection of the life & property of the freedman, after the Bureau expires. EDUCATION. "Report the feeling upon the subject of education; what steps have been taken to promote the same; what efforts the freed people are making in that direction, and in what manner they may be assisted. &c." Very little interest seems to be manifested upon the subject of education in this Sub District at this time. Both whites & blacks appear to manifest an interest only in the making of money. Some new measures will have to be resorted to in order to raise the freedmen from their present state of ignorance to that state of intelligence which is necessary to fit them for self government.
