H'd Q'rs Asst Com'r, Dist of Va. Bureau R.F.& A.L. Richmond Va, April 21st, 1868. Respectfully returned to Lt. Paul R. Hambrick, Sub-Asst Comr, with corrected report of "Civilians" enclosed. This report will be taken as a guide for future reports, and after being copied, will be returned to these Hd. Quarters. - By order of Bvt Brig Genl O. Brown. Asst. Comr. Willit Coulter Bvt. Capt U.S. Army A.A.A. Genl. E&M 1.V.361-/68 Bureau R.F. and A.L. Head Qr's. 3d Sub Dist Va. Richmond Va. April 24/68 Respectfully returned to Bv't. Brig Gen'l O. Brown, Ass't Comm'r Va.
