1237 467 Bureau Refugees, Freedmen and Abandoned Lands, Head Quarters 1. Div 1st Sub-District, Va. Norfolk, Va., Nov 30th 1868 Bt. Brig. Genl. O. Brown Asst Com BRF and AL Dist of Va Richmond, Va. General. - I have the honor to report pursuant to Cir No 10 Series 1866 from Hd Qrs Asst Com Dist of Va, that Civil Justice continues to be administered through the various Civil Courts in this Division very much as at last Report. The great enemy of the Colored people in this respect is the trial by Jury, which should be their great protection as it is of the white race. The cases of prejudiced verdicts by Juries have been numerous, as attested by the many cases in which Executive clemency has been invoked and granted through the medium of pardons. This abuse can hardly be effectually remedied until the colored people are admitted to sit on Juries. I am General Very Respectfully You Obt Servant J. H. Remington Sub Asst Com 1 Sub Dist Va
