The Board of Officers appointed by S.O. No 76 Head Quarters Asst Commr. district of Virginia dated Richmond Va July 9th 1867 for the purpose of establishing rent of buildings &c used by the Bureau, respectfully report in reference to the property described as follows,

Located at Alexandria, Va Washington St.
Size, 6 Rooms 17x18, 6 rooms 10x14, 6 rooms 8X16 - 6 Rooms 12x24, 6 rooms 14x16, 1 room 20X20-
Number of Rooms, 31.,
Heating Apparatus
The purposes for which the same is rented is for use as Offices, Industrial School, Stables, Clothing & Store Rooms, &c
The name of the owner is K Kemper and the above mentioned board establishes the rental value of the same to be $50.00 Fifty dollars pr month.

I think it actually is written out as 314 (the "4" is just smaller than the other digits). Have transcribed it that way.
