additional fee out of one Balis Knox (colored) of Mississippi in which I had to threaten you with the Act of Congress applicable in such cases I have the honor to be Sir Your obedient servant Geo Gibson Major 5th Inf [[D.O.F.B.A.G.O.?]] [[D.O.D.B.A.G.O?]] Memphis Tenn. June 25.73 Col T. M. Vincent [[A.A.G.H?]] Col. Upon receiving your letter of June 11.73 I addressed a [[??]] under date of June 24.73 to M.r Combs of the late firm of M Combs [[Jos?]] Co informing him "that I had been directed by you to demand the surrender of [[??]] is- charge Certificate of And.rew Fitts late Pvt. Co. A.13 7.C.O. in order that it might be transmitted to him at Washington "That my clerk Mr Mills had been directed to deliver my letter to him in person, to whom, as my recognized Agent, he could turn over the Discharge inq uestion & that he Mr Mills would exhibit to him the Act entitled 'An Act to prohibit the retention of Soldiers Discharges by [[??]] Agents or Attorneys the penalty being a fine of $500 & incarceration for a period of [[6?]] months'." "Further, if he failed to comply with my demand 24 hours after Mr Mills delivered my letter into his hands that I would [[peport?]] the circumstances to Washington in order that [[??]] any proceedings might be promptly instituted against him" This morning June the 25th brought to hand his reply (containing] one enclosure) which is respectfully transmitted to you for your information. In explanation of the personalities indulged in by him I would state that on the 11th day of Jany last I had occasion to examine & pay the claim of one Balis Knox late Pvt. Co. B. U.S.C.T Shortly after paying him information was brought me that Combs had had him arrested & [[carried?]] before a Justice of the Peace under the Charge that he, the colored man, owed him money & was about to [[??]] [[Staty?]] F[[??]] King with [[??]] S. [[Comsur?]](David M. Philp) I proceeded to the Justice's Office where I found assembled the colored man Knox, also Combs & an Atty employed by Combs to conduct [[obscured]][[/obscured]] In a few minutes the atty took me to one side & exhibited a Bill of Charges preferred by Combs against Knox for "[[??]] his Bounty Claim to a successful termination. I then [[toid?]] the atty that the fees in the case had already been [[deducted?]] at Washington and (exhibiting the Act of Congress on the [[??]] that it was my intention, the moment Combs made oath [[to?]] his Bill to have the U.S. [[??]] issue a warrant for his arrest. Combs immediately withdrew the suit, the Justice ordering him to pay the costs incurred. I have the honor to be Col. Very respy yr obdt servt Geo Gibson Maj. 5th Inf.D.O. D.O.F.B.A.G.O. Transcriber notes 11/30 -- I'm not sure how to transcribe the marks along the left edge. They seem to be indicating continuing of quotation onto that line. I've elected to omit them, based on similar project instructions to omit a hyphen connecting word breaks across 2 lines. Not sure how to indicate words obscured by poor scan. Used [[obscured]][[/obscured]] Also need help with many words.
