Transcription
State of Arkansas Phillips County This day personally appeared before me Nicholas Rightor,an acting Justice of the peace in and for said County and State John Q Taylor and C. W. Hickey who first being duly sworn depose and say that they are citizens of said County & State, that the are well acquainted with Edward H. Cowley the Affiant in the foregoing avidavit, that he is loyal to the United States and that he is of good reputation for veracity and entitled to be believed, that they believe him to be the rightful owner of the land mentioned and described in said affidavit and known and designated as Island No. 60. They like wise after their oath declare that they have never been engaged in or aided or abetted the rebellion in the United States either directly or indirectly, but that they have [[illegible]] borne and do now bear true faith and allegiance to the Constitution, Government and Laws of the United States.
