Wishes a capable discreet officer to be selected, one who is interested in the work of the Bureau, for the duty indicated in the enclosed letter. Let him be stationed at some convenient point and act as Supt of the District embracing the line of the road upon which the freedmen will be employed. Such special instructions will be given him from time to time as the nature of the duty may seem to require, and he will be directed to do all he can for the education of these people.
