[[Footnote 1]] States that he has been annoyed and harassed in regard to some young negroes, bound to him, by the constant rumors of their being taken away. The children are frightened and the people in the neighborhood feel no security in the acts of the Bureau Agents. Requests instructions &c. Endst. Maj Gen'l Howard Com'r &c. Resp'y referred to the Asst. Comr of North Carolina for his information. Resp'y referred to Col A.G. Brady Supt Cent. Dist N.C. for his information and such action as he may deem proper. By Com'd of Bvt Maj Gen'l Robinson Clinton A Cilley A.A. Gen'l. B. R.F. and A.L. H'd Qrs Asst Com'r Raleigh N.C. Aug. 23d 1866 [[Footnote 1]] M159 331 Washington D.C. Aug 4" 1866 Meigs M.C. Qr. Mr Gen'l U.S.A. [[Footnote 1]] Reports the occupation of the Haywood and Grider House and Gov's Palace by United States authorities. Recommends that Dr Haywood be paid a fair compensation for rent of his building. Endst. E.M. Stanton Sec. of War. Returned to the Qr. Mr. Gen'l with approval of his recommendation for the payment of rent, at a reasonable rate, from the 2d of April 1866. Endst Sec. of War, L.H. Telouze A.A.G. Referred to the Commissioner of Bu. There is no authority by which medical stores can be furnished, unless the person making the requisition is an officer of the Bureau; and though much credit is due Dr Duffy for gratuitous service to the poor, (col'd & white) in his neighborhood, the articles he requests cannot under the circumstances be supplied. [[Footnote 1]] States that a large amount of military supplies, collected by rebel authorities at Hairstones N.C. in April 1865, was taken possession of by disloyal citizens. Urges an investigation and gives names of witnesses. Endst. A.B. Eaton Com. Gen'l. Subs. Respectfully returned to the Sec'y of War, with the recommendation that Maj. Gen'l Howard Commissioner of the Bureau of Refugees &c., be requested to have the matter herein reported, fully investigated, and the stores reclaimed in kind or in full money value, from the persons who took them from the Hairstones Depot. The stores or money or both, to be fully accounted for, and issued or expended for the benefit of the destitute inhabitants and freedmen, of the section of country where they originally contributed or seized as confederate stores.
