[[Footnote 1]] Requests information as to what amount of fuel is allowed Asst. supts and how obtained. [[Footnote 2]] Endst Bvt. Maj. T.P. Johnston A.Q.M. Respectfully returned. The allowance of fuel from Oct 1st to April 30th, is for each office one cord per month. For each necessary fire for the sick in hospital, not exceeding two cords per month. An estimate should be made for the amount of fuel required per month, throughout the District and forwarded to the Asst. Comr for Approval. The A.A.Q.M. of the District should then purchase and issue to officers on their requisitions. (Form 30.) Respectfully returned to Bvt. Brig. Gen. A. [[Footnote 1]] Recommends that rations be issued to the dependent freemen of Cumberland County to prevent starvation and calls attention to letter of W.F. Rhodes Treas. of the Board of Wardens of the Poor of Cumberland County, which states that it is impossible for the county authorities to provide for their poor colored people. Endst. Bvt. Brig. Gen'l A Rutherford Supt &c. Respectfully referred to the Asst. Comr of N.C. In my opinion great suffering will take place in Cumberland County during the coming winter unless Government takes steps to relieve the freedmen by the issue of provisions. Respectfully forwarded to Maj. Gen. O.O. Howard Comr &c. for his information. Several cases of the within character have been forwarded to this office, but returned, stating, the rule suspending the issue of rations could not be departed from; since which time it is reported that some modifications to the order, have been made by the Commissioners of other states, and I therefore respectfully request further information upon the point.
