Dear Sirs:

Referring to our various contacts with you in an effort to have you install the 10% Payroll Deduction Plan for the purchase of War Bonds, inasmuch as you appear to have reached no satisfactory agreement with your employees regarding this matter, may we ask you to advise us as follows:

Are your employees merely indifferent to the necessity of everyone helping to finance the war effort by the purchase of bonds? - or

Are your employees so limited in number that it is impossible to inspire them with the urge for cooperating with this government effort? - or

Do your employees earn so little that they can not spare the amount required for the purchase of bonds, and if this is so, would they be willing to cooperate in a smaller percentage of payroll deduction, for the purchase of a definite amount of War Savings Stamps each week or month?

Enclosed you will find a card and self-addressed return envelope.  It is important that you return this card with the above information so that we will be in a position to know whether or not to try to service you.
