Dear Sir:

Mr. Rene Seligmann, a French citizen, wishes to visit France and requests a sailing permit for the SS "Ile de France" sailing April 28th, 1928. He arrived in this country during November, 1927 and from that time to the end of the year had no income to be reported.

As it is impossible at this time to ascertain the amount of income earned by him during 1928 and upon consideration of your issuing the necessary sailing permit, we guarantee the payment of any taxes that may be due.
