Dear Sir:

^[[underlined]]Mr. Clyfford Trevor,[[/underlined]] a British subject, wishes to visit France and England and requests a sailing permit for the SS "Olympic", sailing on April 6th, 1928.  He arrived in this country on October 11, 1927, and has paid his tax in full for the year 1927, amounting to $463.29, in the Third District in New York.

As it is impossible at this time to ascertain the amount of income earned by him during 1928 and upon consideration of your issuing the necessary sailing permit, we guarantee the payment of any taxes that may be due.
