Dear Sir:

Mr. Rolf H. Waegen, a German subject, wishes to visit France and Germany and requests a sailing permit for the SS "Aquitania" sailing on March 21st, 1928.  He arrived in this country during November, 1927 and from that time to the end of the year had no income to be reported.

As it is impossible at this time to ascertain the amount of income earned by him during 1928 and upon consideration of your issuing the necessary sailing permit, we guarantee the payment of any taxes that may be due.
