Bur R F & A L. Thinks the Bureau has no more authority to make this binding rule than it would in the case of a white child. - They use a special character (looks like a cross between an "p" and "f") to denote double "s". This was used in the header so it should be "Asst Com of NC". It should also change the last line to have "Asst Com".
