Permit me to recommend to your favorable notice. Lieut. Chas. Osborne, who is an applicant for the position of Chief Commissary for the Freedmen's Bureau in this State.

Lieut. Osborne has served faithfully in the field under my Command, since March 1864, and I have always found him faithful, efficient and attentive to his duties. He is now serving as Asst. Com. Sub. at Greensboro, N.C. and hence has a practical acquaintance with that business. If appointed, I have no doubt that his performance of the duties will meet your entire approbation.
