(To be executed and filed in duplicate with the Federal Reserve Bank for the district or with the Governor or High Commissioner of the territory or possession of the United States in which the applicant resides or has his principal place of business or principal office or agency. If the applicant has no legal residence or principal place of business or principal office or agency in a Federal Reserve District or such territory or possession the application should be filled with the Federal Reserve Bank of New York or the Federal Reserve Bank of San Francisco.)
