I believe Bulkley can yet repair the damage caused by this delay, though not [[strikethrouhg]] res [[/strikethrough]] recover all the money lost. But each day lost in giving him the necessary powers or means renders the situation worse, adds enormously to the expense & further endangers the loss of a whole season - in my work at any date.
