turn over most of the cases to Lt. Harper [[?]] as [[text hidden]] as he get able to take charge, as I  consider [[text hidden]] a very worthy man. I have spoken to E [[? text hidden]] Packard about the hospital buildings [[text hidden]] Freedmen's camp, and he is willing for me to [[?guess; text hidden]] make any arrangement that I can with the surgeons. There seems to be no end to the applications for aid and information and our hands are full all the time. If the sub districts of this District need looking into as bad as this it is time some one examined into [[?best guess]] affairs[[/?best guess]]. Desiring any information or instruction that you may deem advisable, I remain yours
