A gentleman has just called at my office to ascertain if it is in accordance with the policy of the Bureau with which you are so prominently, and for the freedmen, so fortunately connected, to bind or for the statute of the State of North Carolina, such colored children as have no parents nor grandparents to rear and protect them, to such parties as a Court of Pleas in this State, the present legal status of the child or children being duly recognized by such Court, in its wisdom might select? As a legal citizen of the U. S. and as the Solicitor at Law for this Franklin County — I will not act in any such case without specific instructions from you. Will you please furnish me such instructions with as little delay as may be convenient? To be in some degree more patient &c, I
