[[underlined]] Civil Service Reform [[/underlined]]

The Civil Service Reform Act of 1978 (Public Law 95-454) was approved October 13, 1978. Important provisions of this legislation include a requirement for new performance appraisal systems, new procedures for adverse actions and appeals, the establishment of a merit pay plan for managers and supervisors at the GS-13 through GS-15 levels, the creation of a Senior Executive Service for managers at the GS-16 through Executive Level IV levels, and changes in Federal labor relations. Action is now underway to implement these provisions for the Institution's Federal employees. Where appropriate, comparable changes will be developed for the Smithsonian's trust fund employees.

[[underlined]] Smithsonian Tropical Research Institute [[/underlined]]

Action is underway to ensure that the personnel management requirements of the Smithsonian Tropical Research Institute can be met under the recent Treaty. The Institution has been advised by the Civil Service Commission that new civil service rules being developed for overseas locations would appear to meet the needs of the Institute but, if not, the Commission (Office of Personnel Management in January 1979) will continue to work with the Smithsonian to make sure that appointing and other needs are met given the expected continued operations of the STRI in Panama.
