In cases of litigation in this Sub District, it has usually been the custom of this Office to serve a summons on the party complained of, through the agency of the party complaining, to appear for adjudication at the Bureau Court.  But such a mode of serving a summons, has been decided by the Asst. Comr. as "neither correct nor wise."

No instructions have been received as this Office in regard to the approved mode of serving such summons: As neither Transportation or assistants are allowed for such purposes, how else can a summons be served unless through the U.S. mail: which would be rather indefinite.  I have the honor to request specific instructions on this point.
