Colonel, 
I have the honor to request information how to proceed on the receipt of funds of colored men, for deposits in the Freedmen's Savings & Trust Company, as many Freedmen have appeared, wishing to have their surplus funds forwarded to that Compy. and I expect many of the discg Soldiers, who will soon be paid thro'. this Office, to also make deposits thro' the influence & by the Evident necessity of so doing, [[shown?]] them in Circ. No. 17. Bur. R.F. & A.L. Hd Qrs. Asst. Commissioner, Raleigh N.C. Sept 14th 1867.
