I have the honor to state that I have received from Wm H. Bagby Esq. Private Secretary Executive Department N.C. a list of the destitute persons of this county forwarded to that Dept. by the Chairman of the  Warden Court of this county and by very respectfully to call your attention to the following as my action in the matter.

Upon the receipt of that communication I immediately conferred with Mr. J.D. Carroll Chairman of the Warden Court and from him I learned that thirty (30) names had been placed upon that list accidentally who are inmates of the poor house & for whom provision is made. We also mutually desire a few days delay that that number besides a few others who are living idle & vicious lives may be deducted from the aggregate of whites and a few worthy poor added who were omitted when the list was made up. It is by his desire that the delay is made and the changes will be made under his supervision

I have at the request of Mr. Carroll addressed His Excellency the Governor in relation to this matter today
