I have the honor to acknowledge the receipt of your communication of the 1st inst.

In reply I would respectfully state that the person or persons, informing you that I had failed to obey the instructions of the Act. Asst. Com'r: were certainly mistaken.  I have already made a report of the facts but I will state them more fully.

Immediately upon receipt of Mr Little's communication of the 4th inst., thro Col Cogswell, I notified Mr Burgwynn, by mail, that these hands  were under contract  & directed him to send them to this office.  Soon after, - on the 8th - a freedman in the employ of Mrs Skinner came here with a letter from Mr Little.  I was busy at the time but gave him a note
