I have the honor to inform you that in accordance with authority granted in endorsement from your Hd Qrs dated July 18th I have employed Charles H Horton of Lowell Mass. as Clerk at this office, at a Salary of one hundred dollars ($100 00) per month. He has been on duty here since the 24th inst.

He served as a Private for nine (9) months in the 6th Regt Mass Infty, and was then honorably discharged. Soon after his discharge he received an appointment as "issuing" Clerk in the Commissary Dept at Norfolk Va. which place he filled for two (2) years also one (1) year in the same Dept at Richmond
