various outrages he has committed are taken into consideration. The name of the magistrate who officiated in the case is John W. Harrell.

The citizens unite in condemning the acts of the man Neale, though the general approval by them of the course of the magistrate, in admitting him to bail in so insignificant a sum, indicates that their open disapproval of these outrages is produced by a desire to prevent, if possible, a military force from visiting the town.

A report of outrages upon freedmen by this man will be forwarded on the 8" November.
