I have the honor to submit the following — idea;— in person I have already communicated it to the Major General, Asst Commissioner,— it seems to me, that he (the General) is very much interested for the education of the colored people. 

The appropriation made by Congress is insufficient to establish schools at small places, or in the Counties at large,— but by inaugurating a system combined with Circular No 19. dated Oct 10" 1867. in which Officers of the Bureau could be allowed to impose "fines," not exceeding fifty dollars, upon parties who refuse to appear before them when — properly summoned, or for other misdemeanor's
