Sir:
I have the honor herewith to state that from representations made to me by citizens of Clay and Cherokee Counties, I have reason to apprehend that suffering must ensue during the coming winter among whites and blacks in those counties. It is asserted that a large number have not food to maintain themselves during half the winter, that there is little or no demand for labor, and that unless this Bureau provide means for their maintenance, great suffering and perhaps starvation must inevitably overtake many. The civil authorities over that it is not in their power to provide.
