Charlotte N. C., Nov. 8.'66.

Captain.

Yours of the 7^th just received. Mr. Fondren sent a personal application for transportation [[underline]] direct [[/underline]] to Gen. S. Thomas, Oct. 27^th. A telegram from Gen. Thomas was rec'd by him on the 2d inst, which read:- "Transportation will be furnished thro' Ass't Com^r." Interpreting the telegram to mean that he should have applied thro' the Ass't Com'r, a formal application was made, forwarded by me, dated Nov. 3^d. The list of the 27^th Oct, and 3^d Nov., are the same, or should be.

Very respectfully
Your obt Serv't

Transcription Notes:
Comis and Comin should be the same word I think, just can't tell which way he meant to spell it. ("Com'r" and "Com^r" and "Comr" are all abbreviations for "Commissioner.")
