kers in the labor of freedmen. The necessity of the case, therefore, requires that these regulations should, as a general rule, be strictly adhered to. Cases may arise, however, where [[?]] there is moral certainty that the object of the regulations will be secured without such strict conformity therewith; but no decision can be made in advance as to such cases. They will be considered as they arise, and the authority to depart from the regulations be granted or withheld in view of all the facts presented

In relation to application made for transportation of freedmen by a party through his attorney-in-fact, such an application will be received and acted upon as if made by the party in person, provided the Power of Attorney, properly executed, stamped, &c., is filed with the Assistant Commissioner.
