Lieut [[underline]] Echelberry [[/underline]] can be spared from the place where he is now on duty as Asst. Supt. 

It would be impossible for me to perform all the duty lately performed by Lt. [[underline]] E. H. M^cQuigg [[/underline]] in addition to my other duties. This Sub Dist. of New Hanover and Brunswick Co's. is a very populous & important one and any officer who has charge of it, will perform the duty of Actg. Asst. Quartermaster also, has as much as [[underline]] he [[/underline]] can do.

Both Lt. [[underline]] M^cQuigg [[/underline]] and myself have been actively employed [[underline]] all [[/underline]] the time, and more than half the time have been obliged to work in the Office until late at night.
