I would most respectfully call attention to the fact, that Bands of so-called Regulators roam at will through the Counties of Duplin, Sampson, and the northern part of New Hanover; that the Civil Authorities are either unable, or unwilling to catch and punish the men belonging to these bands, and that within the past ten days, a party of these
Regulators have been stealing horses mules and stock from the Freedmen living in Rocky Point District in this County, and making threats against their lives if they complained. In some cases the Regulators have their faces blacked, in other cases they are men unknown.
