In reply to your letter of the 20^th.  I have the honor to say, that in my opinion the reason why the so called Regulators, are not promptly followed up and arrested, is from the inaction of the Civil Authorities, and that this inaction is in some cases from fear, and in other cases from indifferance; or perhaps from sympathy; with the parties committing these outrages.  Several articles and communications have appeared lately in the newspapers of this City, on this subject, and I would call attention to the Article hereto annexed.
