In reply to your Telegram of the 25^th Ins't: I have the honor to state: That there are about Two Hundred Destitute White persons in New Hanover County, who are not receiving Rations from the Bureau, but who are proper subjects for charity, and should receive a share of the provisions sent from the North for the poor of this State. This information I have gathered from the County Magistrates, from personal investigation, and from facts furnished me by the "Ladies Benevolent Society" of this City, and the destitute persons referred to are women and children
