that if justice is not done in this matter by the proper authorities within a reasonable time, that you will take the offenders in Military custody. Confer with the Assist. Commissioner of the Bureau for North Carolina who is in possession of the facts in the case, and prefer charges against these men so that they may be brought to trial before a Military Commission.
