Colonel-
I have the honor to be in receipt of the orders assigning Capt. Curren and Lt McAlpine to Concord & Lincolnton respectively and desire to state for your information that there is a young Lawyer named Wm F Coleman of Concord. who has taken such action and vigorous measures in favor of the rights of the freedman for the past two years as to make Cabarras County the quietest most orderly in my Sub Dist.
I have relied upon Mr. Coleman as the best citizen [[strikethrough]] Agent [[/strikethrough]] adjunct of the Bureau I have known in the state through a gratuitous volunteer & clothed with no authority from the Bureau, except by letter from this office to settle claims. 
It seems superfluous to send a Commissionered officer to
such a place when they are so much needed in the
County of Cleavland where great inequalities exist and
in Marion Co- where great destitution exists - through
over
