Mr Waugh was one of the very best agents the Bureau had in this District and has both the ability and the disposition to aid the Freedman and see that justice is done them. His statement that he served as a member of the State Legislature and a justice of the Peace - not to aid the rebellion but to assist in bringing it to a speedy termination, Can, I believe, be relied upon.

If the proper authorities should see fit to 
reappoint him, the Bureau would secure the services
of a capable and honorable Agent.
