General:

I am directed by the Commissioner to acknowledge receipt of your letter of the 10th inst. with reference to the division of the state into SubDistricts, the assignment of officers to, and to say that the Commissioner approves of the terms of the letter, and that in accordance with your request, it has been recommended that Lt. Cox be relieved and mustered out of service.
