all it may to the increase of knowledge:-

(a) - By encouraging our own staff to undertake original research;
(b) - By specific small grants to individuals to promote researches recommended by qualified experts;
(c) - By organizing cooperative attacks on large problems.

"The Institution will continue to diffuse knowledge as heretofore -

(a) - By the publication of monographs of our own and outside research men as they may be recommended by qualified experts;
(b) - By the publication of lesser papers of original research;
(c) - By the publication of original or reprinted papers written suitably to interest and accurately inform the general reader regarding the progress of science;
(d) - By the distribution of these publications free of charge to numerous libraries and chosen depositories throughout the world;
(e) - By maintaining a channel of communication between American and foreign institutions, and by preserving at the Institution and in the Library of Congress a scientific consulting library;
(f) - By answering with our best knowledge requests for information.

"In administration we shall continue as heretofore -

(a) - To favor numerous small grants to individuals to promote special research enterprises, and to avoid heavy overhead;
(b) - To avoid duplication of others' efforts;
(c) - To be cooperative;
(d) - While endeavoring to be open-minded towards all branches of knowledge, we realize we must avoid scattering. Obviously 'we must cut our garment according to the cloth'.

[[underlined]] Secondly - Essential Adjustment to Changed Conditions [[/underlined]].

"Such a change of relations to the Government has come about in the 80 years of Smithsonian history that it is necessary to note where we now stand in order to understand what is to follow.

"The Smithsonian Institution has a dual nature, in part privately endowed, in part supported by annual appropriations of Congress to necessary public bureaus which grew out of Smithsonian initiative. The Institution
