Respectfully returned to Col. [[underlined]] J. F. Chur [[/underlined]] A.A.A.G., with the recommendation that so much of the petition as relates to repairs of school building at Wilmington be granted - though I suspect that the estimated expense is too low;  also that

a monthly rental of $8.00 be allowed for the School-building at Fayetteville commencing April 1st 1868.  It seems to me inexpedient to erect another school house at F. as a large one is already in progress at the expense of the Bureau which will probably cost from $2500. to $5000.
