Bureau Refugees Freedmen & A. L.
Franklin N.C. March 19^th 1868.

Sir:

I have the honor to state that on the 12^th inst. a detachment of soldiers from the garrison at Morganton, having seized an illicit distillery and a barrel of spirits, at a place in this county called Cowee, from one [[blank space]] Dalton. They proceeded in the direction of Webster, Jackson Co. and halted for the night at the house of one Sturnen. In the night a party of men from the vicinity attempted to take possession of the property which had been seized in behalf of the Collector of Internal Revenue. The rescuing party refused to halt when ordered, and were fired upon, whereupon they retreated, and fired upon the detachment, wounding a horse of the party. It is stated that more than one hundred shots were fired, and the men were compelled to make their escape to save their lives, which they did after destroying the property they held in possession.
