States he is requested by J. J. Martin to say while he is anxious to serve the Bureau, yet, he is in the field as a candidate for the Senate, & cannnot find time to attend to the business. Col. Shaffer has volunteered to perform his duties, and hopes he will not be ordered to Raleigh. States there is great suffering among the poor in Stoke Co N. C.
