Colonel:
I have the honor herewith to report that Wm Bumgarner. Fayette Fisher. Wm [[?]] Allman, and Andrew Bryson of Jackson Co. on or about May 20" 1868. went to the house of Virgil Bryson ^[[insert]] freedman [[/insert]] near Webster, and took therefrom Sam Hicks, freedman, tied a rope around his neck, led him some distance, and gave him the alternative of being whipped or go to jail, for having, as was alleged, spoken disrespectfully of Bumgarners' Sister. He chose to be whipped, whereupon said Bumgarner struck him about about thirty lashes. A freedman named Dock Sloven was also whipped about the same time by the same parties, for the same
