Colonel.
I would respectfully recommend that the Freedmens School of Chapel Hill be aided to the extent of $50 to be expended in purchasing proper benches for the School Room.

I have consulted with the official of the Friends [[Farm? Fd men?]] Ass'n of Phila, who furnish the Teacher of that place, and they propose to send a Bench as a pattern from which others can be made in case the Bureau thinks it proper to make the necessary appropriation for the purpose

Very Respectfully

Transcription Notes:
In the 1860's, there was a Friends Freedmens Association in Philadelphia which had a farm. Unsure of transcription of "Friends [[?]] Ass'n."
