Respectfully returned to Bvt. Major General N. A. Miles Asst. Com. of the Freedmens Bureau — Attention is invited to the enclosed statements of the enlisted men concerned.

  The regulations do not prescribe any means by which a soldier can be made to pay debts owing to other persons than laundries or sutlers.

  I regret that I cannot comply with the within request.

 I have however advised these men to pay their just debts without delay.
