Raleigh, N.C., ^[[7th January]] 186^[[9.]] [[/preprinted]]

Major Gen'l O. O. Howard.
Commissioner.

General:
I have the honor to acknowledge the receipt of an official copy of a communication addressed to Gen'l [[underlined]] O. Brown [[/underlined]] Asst. Comr. of Va. in regard to certain cashiers of Freedmen's Banks, and to report that there are no Cashiers of that Institution in this State who have appointments to disburse bounties, — at least none have been so reported to these Hd. Qrs.

In this connection I desire to be instructed as to whether or not the rent of offices for Branch Banks is to be continued after January 1st inst?

Very respectfully
Your obdt. serv't.

Transcription Notes:
"L" notation placed above letterhead to avoid confusion, since it is not part of the actual communication but refers to the internal filing system of Letter Books.
