I cannot arrange matters in this City so that I can comply with regulations of Bureau in regard to paying rent for Office for banking purposes. There is no office here except my own, neither is there a sufficient amount of bounties in this locality to engage the attention of an officer, so that the Bank and Bureau office cannot be consolidated.
