Dear Dr. Wetmore:

    Letter of Authority No. 70 Bi. is enclosed, in accordance with which you will proceed as soon as practicable to San Francisco, California. Here you will interview members of the Board of Fish and Game Commissioners and get their testimony relating to alleged destruction of quail and other birds as a result of poisoning operations the Biological Survey is carrying on against injurious mammals in California. In this connection you should consult also ornithologists connected with the University of California, Berkeley, and later in the summer those of the Southern Division of the Cooper Ornithological Club at Los Angeles and vicinity.

    Mr. F. E. Garlough, Biological Assistant, who is in charge of the poisoning campaign in California resides at Berkeley, but his official headquarters is with the State Horticultural Commission, 1011 Forum Building, Sacramento. By telegraphing you can learn where Mr. Garlough actually is working, get in touch with him and learn the localities it will be necessary to visit and the most favorable dates.

    It is hoped that you will be able to investigate damage to apricots and almonds in Klickitat County, Washington in September and October, and damage to rice by wild ducks in the Sacramento Valley, California in November, but you will be informed in detail about those projects later on.
