- working with the General Services Administration in initiating the selection of an architectural and engineering firm to produce plans and information focusing on necessary compliances including:

-- requirements of the National Environmental Policy Act;

-- requirements of the National Historic Preservation Act;

-- identifying transportation and traffic requirements and coordinating with appropriate parties;

-- preparing precise architectural concept drawings and renderings;

-- defining mechanical, electrical, and other technical requirements; making preliminary system selections, including exterior materials and interior decor and finish;

-- developing parking garage scheme and evaluating operating requirements; and 

-- preparing comprehensive and precise estimates of construction costs and related requirements.

It should also be noted that included in the proposed Smithsonian Institution nonappropriated funds budget, which was reviewed and approved by the Board of Regents at its meeting on September 17, 1979, an amount of $1.250 million was reserved for the South Quadrangle project in fiscal year 1979 and a further $1.0 million in the fiscal year 1980 budget. The discussion included the possibility that the Appropriation Committees might deny our request for funds in fiscal year 1980 and that we should ascertain whether there was an objection to the project.

It is clear that the Congress has no objection to our continuing with the planning for this project, and in a conversation with Mr. Webb a few days ago it was concluded that the use of nonappropriated funds necessary to continue the planning, up to an amount of $500,000, would be in keeping with the decision of the Board of Regents.
